When is it appropriate to call Police using the Emergency Service, 999?

Recent emails received from Suffolk Constabulary, through the Melton Parish Council's E-Newsletter, have stated "if you believe a crime is in progress, call 999" and today it reported on hoax telephone calls and advised "If you suspect you have been targeted please call police using 999."

Some time ago I reported seeing some apparently using drugs, then driving away. When I did what I thought was a public duty, and called 999, I was treated quite sternly to a verbal slap on the wrist and told "Only dial 999 when life is at risk."

Would Suffolk Constabulary care to clarify the current position?
